In 2022 a review of the TDIA was undertaken by Dr Lloyd Klumpp that
recommended TDIA review its role in effluent regulation in the State. In
June 2024 TDIA sent out expressions of interest to take part in a
“Stakeholder Reference Group" to review and provide input into the
current Farm Dairy Premises Effluent Management Code of Practice, and
how this could be improved to better serve the users of the Code. The
review was to include a discussion on whether TDIA would continue to
regulate effluent, or whether this should be returned to local councils
or move to the Environment Protection Authority. The Stakeholder
Reference Group met three times over a six-month period, and it was a
consensus of the group that the TDIA maintain its regulation over
effluent, and an updated Farm Dairy Premises Effluent Management Code of
Practice be drafted for Ministerial approval.
It was
also agreed that supporting Effluent Management Guidelines be drafted to
better assist farmers in their understanding of the Code and its
requirements. These Guidelines do not form part of the Code, and will be
updated as required to support the industry.
After
consultation with the group the draft Farm Dairy Premises Effluent
Management Code of Practice was approved and then forwarded to the
Minister in June 2025 for their approval. Following the Ministers
approval the code was then published in the Gazette on 2 July 2025 and
is now enforceable by TDIA. The Code and Guidelines are available to
view on our website.
Fee Increase 2025/2026 In the
interests of responsible financial management and to ensure TDIA can
continue to sustainably regulate the dairy industry across Tasmania, the
Board at its June 2025 meeting approved a fee increase effective from 1
August 2025. This uplift includes increases in the Consumer Price Index
(CPI) over several years that apply under the Fee Units Act 1997 but
have not previously been applied.
• The cost per litre of milk will be $0.0004182 cents per litre.
• Application or transfer of dairy farmer licence fee is $191.00.
Fees for Manufacturers are:

• Annual licence fees for large manufacturers is $5017.88.
• Annual licence fees for small manufacturers is $836.32.
The
Board in making this decision was convinced that, for the TDIA to
continue delivering a high level of dairy food safety regulation in
Tasmania which ensures national and international food safety standards
are met, it was left with few choices. Ongoing stable funding is
necessary to continue the protection and assurance of Tasmania's
enviable reputation for safe, high quality dairy products. By licensing
participants in the dairy industry and ensuring compliance with dairy
food safety regulations, TDIA facilitates access along the dairy supply
chain to local retail, interstate, and overseas markets.
